Update: Iran says it received a U.S. response on Hormuz and ceasefire terms

Iran said Wednesday it had received a United States response to its latest proposal to reopen the Strait of Hormuz and revive a collapsed Gulf ceasefire, Reuters reported, citing an Iranian government spokesperson’s post that Foreign Minister Abbas Araghchi conveyed the reply to President Masoud Pezeshkian’s cabinet. President Donald Trump said Sunday he had rejected Tehran’s offer, which sought a seven-day ceasefire and an end to the U.S. blockade of Iranian ports in exchange for reopening Hormuz; an official briefed on the Qatar-mediated talks told Reuters the sides still disagree on the order of steps. Trump told reporters Tuesday Iran is “failing very badly” and that the war “will be over with very soon,” Fox News reported, while Britain’s UKMTO said two ships were hit by projectiles in the strait the previous day.

U.S. withdraws last troops from Iraq bases as Iran celebrates the pullout

U.S. and Iraqi officials announced Wednesday the withdrawal of the last American troops from bases in Iraq, completing a plan agreed in 2024 under President Joe Biden and carried out by the Trump administration while the United States remains at war with Iran next door, Reuters reported. Iran-backed factions in Iraq called the exit a “historic victory” and a “crushing defeat for the American project,” and Reuters noted that of 18 U.S. service members listed as killed since Operation Epic Fury began in February, seven died in Iraq. Tehran has urged Americans to punish President Donald Trump’s allies at the November midterms in a lengthy IRGC letter, Reuters and Fox News reported.

Update: Russia hits Kyiv overnight again; child killed in nearby Vyshhorod

Russia launched another overnight missile and drone attack on Kyiv and the surrounding region, killing at least three people in the capital and at least one child found under rubble in Vyshhorod in Kyiv Oblast, the Kyiv Independent reported Wednesday citing local officials. Ukraine’s Air Force said Russia used Zircon and Onyx anti-ship missiles, Iskander-M and S-400 ballistic missiles, and 188 attack drones, including 86 jet-powered drones; air defenses shot down 160 aerial targets, the outlet reported. Additional deaths and injuries were reported in Sumy Oblast, with further casualties in Donetsk, Kherson and Dnipropetrovsk oblasts over the past day, local authorities told the Kyiv Independent.

Trump administration begins mailing $500 ACA refund checks to nearly 1 million Americans

Treasury Department checks of $500, with letters signed by President Donald Trump, are set to begin going out Wednesday, Sept. 30, to more than 950,000 Americans across 30 states that use the federal Affordable Care Act exchange, USA TODAY reported, citing an administration official. A Sept. 10 White House fact sheet said the refunds return what the administration calls Biden-era Obamacare exchange “user fee” overcharges to enrollees who largely paid full premiums without premium assistance, with checks originally slated to begin in October. Trump’s letter, obtained by USA TODAY, tells recipients the Biden administration “overcharged you to fund the operation of HealthCare.gov” and that “that money belongs to hard-working Americans, not the Government.”

Update: Supreme Court stay letting third-country removals resume holds overnight; December arguments set

The Supreme Court’s Tuesday miscellaneous order in Department of Homeland Security v. D.V.D. remains in force overnight: it stays a Feb. 25, 2026, Massachusetts district court judgment that had blocked third-country removals, treats the government’s stay application as a granted certiorari petition, and directs briefing for argument in the December 2026 session, according to the Court’s official order. Justices Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson would have denied the stay. Fox News and Reuters reported the interim order clears the way for the Trump administration to continue deporting removable aliens to countries other than those named in their removal orders while the merits fight proceeds; the stay ends when the Court sends down its judgment.

No new overnight Court order; Suncor climate case still set for Oct. 5 arguments

As of early Wednesday, Sept. 30, the Supreme Court had not issued a new overnight order changing the near-term argument calendar beyond Tuesday’s D.V.D. stay. Arguments in Suncor Energy (U.S.A.), Inc. v. County Commissioners of Boulder County remain set for Monday, Oct. 5, with Justice Samuel Alito not participating after the Clerk’s Sept. 28 letter to counsel, as World Brief Now reported Tuesday. Tuesday’s separate miscellaneous order denying a stay of execution and certiorari in Pike v. Tennessee was the Court’s other listed action that day.
