Update: Iran says it expects a U.S. Hormuz reply today; mediators met Monday

Iranian Foreign Minister Abbas Araghchi said late Monday he expects Washington’s answer Tuesday on Tehran’s proposal to reopen the Strait of Hormuz, after meeting Qatari mediators in New York, France 24 reported citing Iranian state media and Al Jazeera also reported. A U.S. official told Al Jazeera the indirect talks were “positive and constructive” but that there would be no agreement unless Iran’s nuclear program is addressed. President Donald Trump rejected the Iranian plan over the weekend as “unacceptable,” and on Monday said U.S. officials had spoken with mediators and that “We’re going to win,” CNBC and Al Jazeera reported.

Update: Russian strike hits Ukraine’s Academy of Sciences; Zelenskyy cites 9 dead Monday

A Russian drone struck Ukraine’s National Academy of Sciences in central Kyiv on Monday, killing at least two people, Al Jazeera reported citing emergency officials, AFP and Reuters. Ukrainian President Volodymyr Zelenskyy said Russian forces also hit a medical facility in Kyiv and that at least nine people were killed and more than 80 wounded in drone strikes across the country Monday; he said 90 of 120 drones fired were jet-propelled, with a 57 percent interception rate for that type. Explosions were heard again in Kyiv early Tuesday, Mayor Vitali Klitschko said, as Russia continued daytime and overnight strikes on cities including Dnipro and Zaporizhzhia.

Trump set to unveil America.gov AI portal today at 9 a.m. CT

The White House daily guidance for Tuesday, Sept. 29, lists President Donald Trump making an announcement on America.gov at 10 a.m. ET (9 a.m. CT) at the Andrew W. Mellon Auditorium in Washington, then later a closed-press “Meeting and Luncheon on Super Intelligence” at 12:30 p.m. ET in the East Room. Fox News reported the administration will launch America.gov as an AI-powered “one-stop shop” for federal information now spread across agency sites, with Vice President JD Vance, Chief Design Officer Joe Gebbia, Elon Musk, Nvidia CEO Jensen Huang and others expected at the event.

DOT finalizes lower CAFE standards: about 34.9 mpg by 2031

The Transportation Department on Monday released a final rule resetting Corporate Average Fuel Economy standards for cars and light trucks, rolling back the Biden-era path toward 50.4 miles per gallon by model year 2031, Roll Call reported. Under the new “Freedom Means Affordable Cars” rule, NHTSA estimates a fleet average of about 34.9 mpg by model year 2031; DOT said the change would cut the average cost of a new vehicle by about $1,300. Transportation Secretary Sean Duffy said the rule ended what he called an “illegal mandate” that forced more electric vehicles, while the Environmental Defense Fund cited NHTSA analysis that Americans could spend about $1,600 more on gas under the looser standards.

Update: White House still weighing diesel export ban as prices near record

Retail U.S. diesel prices were hovering near a record high of about $6.53 a gallon as the Trump administration again weighs a diesel export ban, CNBC reported early Tuesday, citing market data and prior White House comments. Analysts at Kpler estimate an outright ban would keep roughly 1.2 million barrels a day at home and risk overwhelming Gulf Coast storage. The fuel squeeze is tied in part to the unresolved Iran conflict; Middle East crude exports rebounded in September toward their highest level since the war began in February, Kpler told CNBC, though Strait of Hormuz clearances remain well below pre-war levels.

Justice Alito will not participate in Suncor climate case set for Oct. 5

Supreme Court Clerk Scott S. Harris wrote counsel on Monday, Sept. 28, that Justice Samuel Alito “has determined that he will not continue to participate” in Suncor Energy (U.S.A.), Inc. v. County Commissioners of Boulder County, No. 25-170, according to the Court’s letter. Oral argument is set for Monday, Oct. 5, the first day of the 2026–27 term; the case asks whether federal law precludes state tort suits seeking damages from oil companies for alleged climate harms. SCOTUSblog and CNBC reported the recusal; CNBC noted a 4–4 split would leave the Colorado courts’ decision allowing the suit to proceed toward trial in place.

Update: Immigrants oppose third-country removal stay; Court has not ruled overnight

Lawyers for immigrants filed a Supreme Court brief Monday opposing the Trump administration’s emergency request to pause a Massachusetts district court order that requires notice and a chance to be heard before deportation to a third country, SCOTUSblog reported. Solicitor General D. John Sauer’s Sept. 24 application in Department of Homeland Security v. D.V.D., No. 26A406, seeks a stay after the First Circuit largely upheld Judge Brian Murphy’s limits and dissolved its prior pause. As of this morning’s check of coverage, the Court had not issued a new order overnight; the justices are expected to decide the stay in the coming days.

Update: Starship Flight 14 reaches orbit, deploys 26 Starlinks, splashes down in Pacific

SpaceX’s Starship reached Earth orbit for the first time on Flight 14 on Monday, Sept. 28, lifting off from Pad 2 at Starbase, Texas, at about 7:48 a.m. CT, Space.com reported. After an early Raptor engine shutdown on Ship that briefly cast doubt on the plan, controllers pressed ahead; Ship entered orbit, deployed 26 Starlink Version 3 satellites, then shortened the planned ~10-hour mission and splashed down in the northern Pacific about three hours and eight minutes after liftoff.
