Update: Pocket-rescission clock still runs toward Wednesday fiscal-year end
The Trump administration’s pocket rescission of about $810 million in congressionally approved spending — announced Friday and still pending as the federal fiscal year ends Wednesday, Sept. 30 — includes some $567 million aimed at Health and Human Services programs supporting refugees, asylees and other noncitizens, Fox News reported. The White House also sought to rescind funds for migrant-student education programs, “Woke International Education,” and other initiatives it argued do not benefit American citizens. Senate Appropriations Chair Susan Collins, R-Maine, said the Government Accountability Office has concluded pocket rescissions are unlawful and not permitted by the Impoundment Control Act; OMB Director Russ Vought has argued the Act does not forbid rescinding funds near fiscal-year end.
