Iran says Hormuz reopens only after U.S. meets its seven conditions; drones hit Iranian Kurdish groups in Iraq

Iran's Supreme National Security Council secretary Mohsen Rezaei said Tuesday that the Strait of Hormuz would reopen only after the United States implements Iran's seven conditions, Iran International reported, and a senior Iranian official told Reuters the demands include oil sanctions waivers, an end to the naval blockade and the release of frozen funds. Explosive-laden drones targeted Iranian Kurdish opposition groups in Iraq's Sulaymaniyah province and east of Erbil, security sources told Reuters on Wednesday. The New York Times reported Tuesday, citing U.S. officials, that Central Command had a plan to begin strikes on Iran as early as Wednesday, though the report did not establish that Trump had ordered an attack.

Russia hits power stations in Kyiv and Zhytomyr regions ahead of Abu Dhabi talks

Russia's defense ministry said Wednesday it hit two power stations in Ukraine's Kyiv and Zhytomyr regions and targeted a cargo vessel near Odesa, Reuters reported. Ukrainian officials reported strikes in the Poltava, Dnipro, Kirovohrad and Rivne regions and in Kyiv, after Tuesday's attacks knocked out power to swathes of Ukraine. The strikes come a week before U.S.-brokered peace talks were set to resume.

Democrats win control of both the House and Senate; Alaska and Mississippi Senate races still too close to call

The Associated Press reported that Democrats won control of both chambers of Congress in Tuesday's midterm elections, and Fox News said they flipped Republican-held Senate seats in Maine, Ohio, Kansas, Iowa, Texas, North Carolina and South Carolina. Ballotpedia said that, as of 1:30 a.m. EST with results still coming in, Democrats will have at least a 231-141 House majority and a 54-44 Senate majority. Fox News reported the Mississippi race between Sen. Cindy Hyde-Smith and Scott Colom appeared deadlocked, while Sen. Dan Sullivan held a slight edge over Mary Peltola in Alaska.

Collins, Marshall, Husted and Graham lose; Talarico beats Paxton in Texas

Ballotpedia reported that Troy Jackson defeated Sen. Susan Collins in Maine, Adam Hamilton defeated Sen. Roger Marshall in Kansas, Sherrod Brown defeated Sen. Jon Husted in Ohio's special election and Annie Andrews defeated Sen. Darline Graham in South Carolina. Democrats also won open seats with James Talarico over Ken Paxton in Texas, Roy Cooper over Michael Whatley in North Carolina and Josh Turek over Ashley Hinson in Iowa. Ballotpedia said Kansas had not elected a Democratic senator since 1932.

Democrats flip governorships in Texas, Georgia, Ohio and Iowa; voter-ID and citizenship measures pass in several states

Ballotpedia reported that Gina Hinojosa defeated Texas Gov. Greg Abbott, Keisha Lance Bottoms won in Georgia, Amy Acton beat Vivek Ramaswamy in Ohio and Rob Sand won in Iowa, giving Democrats at least 27 governorships to Republicans' 20. Voters in Arkansas, Kansas, South Dakota and West Virginia approved citizenship requirements for voting, and North Carolina and Ohio approved expanded voter ID amendments. Voter ID measures were defeated in Arizona, California and Colorado, Ballotpedia said.

Trump says Democrats 'did a good job,' vows to veto 'insane' bills and blames gas prices

President Trump told Fox News that Democrats "did a good job" and "fought hard," and he posted an image of a red hat reading "Veto" on Truth Social late Tuesday, Fox News reported. "They'll send over things that are insane and I'll veto them," Trump said, adding that after a couple of months of vetoes the two sides would work together. He said higher gasoline prices tied to the Iran conflict, not the war itself, hurt Republicans.

Supreme Court hears Texas habeas case Guerrero v. Johnson today

The Supreme Court's calendar lists Guerrero v. Johnson (No. 25-1003) for argument Wednesday, Nov. 4, with the Court convening at 10 a.m. SCOTUSblog says the case asks whether a claim relies on a new, previously unavailable constitutional rule when the habeas petitioner could have raised it in an earlier federal petition. Eric Guerrero, director of the Texas prison system's institutions division, is the petitioner, and the Solicitor General was granted time to argue as a friend of the Court.
